insist that one-half of the staffs of such schools
should be lay teachers would mean that one-half of the staff would be constantly changing: one of the less
desirable features of Government schools.
Should our recommendation above be rejected,
therefore, we would urge the alternative wording:-
"In schools for boys not less than 50% of the staff,
and in schools for girls not less than 25% of the staff,
shall consist
8. Leave
We would urge the addition, after §§ 20 and
21, of the following clauses:-
"Such full payleave may, if desired, be taken
in the Colony; and may, at the discretion of the school Managers, be allowed to accumula te, but not beyond a
period of six years service, so that no teacher shall
ever be eligible for more than twelve months leave at
any one time.
This provision for full-pay leave shall be
retrospective, so that teachers at present teaching in the schools shall be entitled to apply for leave under this provision as soon as they have completed
four years' service."
